Hugo Rafael Chávez Frías [ˈuɣo rafaˈel ˈtʃaßes ˈfɾias] war ein venezolanischer Offizier und Politiker. Von 1999 bis zu seinem Tod 2013 war er der 62. Staatspräsident Venezuelas.

Mit seiner Programmatik berief sich Chávez auf sein Vorbild Simón Bolívar und dessen Einsatz für ein vereintes Südamerika. Der frühere Oberstleutnant gründete Anfang der 1980er Jahre die Untergrundbewegung Movimiento Bolivariano Revolucionario 200. Nach einem misslungenen Putschversuch, der ihn landesweit bekannt machte, verbrachte Chávez zwei Jahre in Haft. Er gründete die Partei Movimiento Quinta República und gewann 1998 die Präsidentschaftswahlen. Bei den Wahlen 2000, 2006 und 2012 wurde er dreimal in Folge wiedergewählt.Chavez’ Bolivarische Revolution bezog sozialistische und marxistische Ideen ein und nutzte nach der Verstaatlichung der Schlüsselindustrien den Ölreichtum Venezuelas zur Finanzierung seiner Vorstellung vom "Sozialismus des 21. Jahrhunderts" in der Sozialpolitik sowie einer Klientelpolitik.

Chávez’ Person, seine Politik, sein Führungsstil und seine Medienauftritte haben sowohl international beachtete Kontroversen wie auch bedeutende Aufmerksamkeit und Anerkennung unter linken und globalisierungskritischen Gruppierungen hervorgerufen. Kritiker warfen ihm insbesondere sein autoritäres Vorgehen und eine nicht nachhaltige Wirtschaftspolitik und Entwicklung Venezuelas vor. Umstritten war auch die Zusammenarbeit mit verschiedenen Diktatoren und militanten Bewegungen sowie sein Umgang mit Oppositionellen und Gegnern. Wikipedia
