Daniel Patrick Moynihan , von politischen Freunden auch Pat oder Dan genannt, war Soziologe, US-Senator für den Staat New York und Botschafter. Er gehörte der Demokratischen Partei an. Moynihan wurde 1976 zum ersten Mal in den US-Senat gewählt und 1982, 1988 und 1994 wiedergewählt. Vor seiner Zeit im Senat war er Mitarbeiter von John F. Kennedy, Lyndon B. However, proceedings http://web.archive.org/web/20141031220947/http://www.intelligence.senate.gov/pdfs/96id_protection.pdf of a Senate Intelligence Committee in 1980 attribute the identical quote to James R. Schlesinger (at p. 110), possibly made during the course of 1973 Congressional testimony.
